Subject: Social Workers Policy


BOARD POLICY


The North Sanpete School District Board of Education values the work and contribution of social workers hired to work in North Sanpete School District schools. The Board seeks to ensure that school social workers are equipped with the appropriate training, expertise, and experience. In accordance with Utah State standards and regulations, requirements are established for ensuring that school social workers hired to work in North Sanpete School District have demonstrated competence in social work practice as well as understanding the teaching / learning environment and the role and function of a school social worker. The Board directs the Superintendent or designee to develop procedures for ensuring that school social workers in the district are properly licensed and trained.


DEFINITIONS


  1. "Level 1 license" means a Utah professional educator license issued upon completion of an approved preparation program or an alternative preparation program, or pursuant to an agreement under the NASDTEC Interstate Contract, to candidates who have also met all ancillary requirements established by law or rule.
  2. "Level 2 license" means a Utah professional educator license issued after satisfaction of all requirements for a Level 1 license as well as any additional requirements established by law or rule relating to professional preparation or experience.


GUIDELINES


  1. An applicant for the Level 1 School Social Worker License area of concentration shall have:
  2. Completed a program approved by the Utah State Board of Education for the preparation of school social workers including a Master of Social Work degree from an accredited institution;
  3. Demonstrated competence in the following:
  4. Articulating the role and function of the school social worker including relationships with other professional school and community personnel, organizations, and agencies;
  5. Understanding the organization, administration, and evaluation of a school social work program;
  6. Social work practice with individuals, families, and groups;
  7. Developing and interpreting a social history and psycho-social assessment of the individual and the family system;
  8. Analyzing family dynamics and experience in counseling and conflict management and resolution;
  9. Communication and consulting skills in working with the client, the family, the school staff, and community and social agencies;
  10. Understanding the teaching/learning environment;
  11. Analyzing school law and child welfare issues;
  12. Using social work methods to facilitate the affective domain of education and the learning process; and
  13. Understanding knowledge pertaining to the cause and effects of social forces, cultural changes, stress, disability, disease, deprivation, neglect, and abuse on learning and on human behavior and development, and the effect of these forces on minorities of race, ethnicity, and class.
  14. Completed an approved school social work internship in a school setting or in an agency which includes a substantial amount of experience with children and contact with schools (or commensurate professional experience);
  15. An applicant for the Level 2-Standard School Social Worker License area of concentration shall have:
  16. Completed at least three years of successful experience as a school social worker under a Level 1 School Social Worker License area of concentration or its equivalent; and
  17. Been recommended by the employing school district.

ADMINISTRATIVE NOTE: Policy IV-13 was originally titled Assignment of Personnel and was adopted by the Board on 12/16/1982. The policy was rolled into Policy IV-17, titled Transfer of Employees, on 5/17/2016. This policy number was vacated and subsequently reutilized with the current title of Social Workers Policy on 7/16/2019.
