BOARD POLICY
It is the policy of the North Sanpete Board of Education to bid, on a competitive basis, all major purchases, construction, and major additions or remodeling.

GUIDELINES

  1. Upon the approval of working drawings and specifications by the Board and state agencies, the Board shall solicit bids to be submitted on or before a specified time at the place designated by the Board. Each bid will be accompanied by a certified check or a bank draft in the amount of 5% or a bidder's security bond in the amount of 5% of the total bid. The advertisement shall state that the Board reserves the right to reject any or all bids and to re-advertise the project if necessary.
  2. The architect shall take the responsibility for preparing the advertisements, bid forms, bid bond forms, performance and payment bonds, and forms of agreement between the Board of Education and the successful bidder(s). Upon receipt of the bids, they will be opened publicly and entered upon the minutes of the Board of Education. The architect shall assist the Board and school personnel in analyzing the bids. The architect's advise on awarding the contracts is of particular value with respect to legal aspects of contract provisions which regulate alterations, extras, nonperformance, damages, and security bonds.
  3. In the event that the Board decides it is to its advantage or otherwise necessary to include alternates in its bidding requirements, the awarding of a contract will be based on the low base bid exclusive of alternate bids considered separately or in their various combinations.
  4. The Board of Education may elect to implement the concepts of construction management in the construction process.
