DISTRICT POLICY


School sites shall be identified with priorities based upon student population, location, and educational needs. The acquisition of such sites shall be in conformance to the long-range building program of the district.


GUIDELINES


  1. In selecting a school site the Board shall consider:
  2. Availability of adequate sites near the center of population as projected.
  3. Relationship to other community facilities.
  4. Ultimate size needed. (The State Board of Education has established recommended minimal acreages for school sites as follows: ten (10) acres for elementary, twenty (20) for junior high/middle school, and thirty (30) acres for senior high schools. One (1) acre should be added for every 100 pupils in average daily membership planned for the facility).
  5. Cost of site.
  6. Present and future transportation needs.
  7. Feasibility of constructing a building from an architectural standpoint.
  8. Legal implications in acquiring site.
  9. Hazards and undesirable environments.
  10. Composition of the topography.
  11. Availability of utilities.
  12. A committee of school patrons shall be organized to review potential sites and to make recommendations to the Board, three (3) sites in priority order for each individual school.
  13. Site Acquisition
  14. Every effort will be made to purchase the sites by negotiation with a willing seller at a fair and reasonable price.
  15. If a realtor is retained for the purpose of carrying on negotiations for purchase of a school site with an owner or owners, payment for such services rendered shall be as negotiated by the Board of Education.
  16. If it becomes obvious to the Board that negotiations for the purchase of a site will not be successful and every effort has been exhausted to achieve acceptable purchase terms, the right of eminent domain may be employed to provide the needed school site. Authorization for payment for services rendered by a realtor in case of condemnation proceedings will be as negotiated by the Board of Education.
  17. When possible the school district will keep in communication with the owner as proceedings develop in order to provide an opportunity for consummation of the purchase rather than resorting to court action. It is the Board's intent to negotiate amicably and to avoid friction when possible while continuing negotiations.
  18. In all site purchases, the school shall retain an attorney to represent the best interests of the school district.
